| Main Responsibilities |
Programme Advisor will be supporting the program team and support all the processes across STL’s expertise in program sectors, project cycle management, MEAL functions, and the development of new initiatives.
Strategic Program Management and Quality
- Support the development of program strategies aligned with STL’s 3-year strategic framework.
- Support the Development of STL’s Strategic Logical Framework for all programs together with MEAL team, ensuring alignment with organizational priorities.
- Guide the Program team in developing strategies, program-specific guidelines, SOPs, and tools to enhance program quality.
- Set and disseminate programmatic standards across the organization to ensure consistency and quality.
- Oversee the development of technical knowledge, tools, and methodologies to ensure high-quality programming across all STL sectors, and ensure that technical knowledge is effectively transferred to all STL teams, partners, and relevant stakeholders through quality supervision and technical support.
Project Management
- Support Program Managers to ensure that they successfully oversee project design, implementation, and tracking in their programmatic areas of responsibility
- Contribute to ensuring that projects are developed, planned, implemented, monitored, and evaluated in accordance with STL’s programmatic strategies, budgets, and timelines.
- Contribute to ensuring that all PCM processes are revised to be in line with the new organizational structure and all relevant PCM tools are in place, up to date and being used effectively.
- Support the preparation of donor reports and compliance with donor and organizational rules and standards.
- Establish and maintain strategic partnerships with donors and new funding actors by fostering open communication, aligning organizational priorities with donor objectives, identifying funding opportunities, and ensuring the organization meets donor expectations through transparent reporting, effective collaboration, and long-term relationship building.
- Facilitate the integration of project lessons learned into future project designs and decision-making processes.
Institutional Processes
- Contribute to organizational values, Code of Conduct, Child Safeguarding, PSEA and other policies through technical expertise, programmatic and humanitarian standards.
- Support ethics standards, processes and investigations.
- Contribute to the agile transformation of the organization.
Coordination and Representation
- Represent STL in coordination meetings, networks, and events, where needed.
- Strengthen partnerships and collaborations with NGOs and networks to promote peer learning, experience sharing, and joint advocacy.
- Support the Executive Team in strategic matters and senior management meetings and leadership.
| Qualifications |
- University degree in a field that is relevant to the humanitarian/development field,
- At least 8 years of professional experience in the humanitarian/development field,
- At least 4 years of experience in a managerial position,
- Demonstrated experience in humanitarian project cycle management and in sectoral/ technical areas,
- Excellent writing and speaking skills in English and Turkish,
- Ability to manage self under stress, while maintaining ethical and professional conduct,
- Ability to provide visionary and motivational leadership to the team and the rest of the organization,
- Excellent interpersonal, communication, organizational and representation skills,
- Excellent analytical and problem-solving skills,
- Ability to manage work effectively, systematically and strategically, in the face of competing demands and priorities,
- Excellent in team work and coordination,
- Having a positive and growth mindset that encourages agile and innovative solutions,
- Experience in working with multicultural and diverse teams,
- Experience in working with local partners is preferred

How to application documents should be prepared?
- The offer must be sent by specifying the net 1-hour session amount + taxes based on the work items and processes mentioned above.
- The offer must be signed and stamped.
- The person/company whose signature-stamp is on the offer must be able to issue a self-employment receipt or invoice. Applications of candidates who do not share sample invoices/COGS on behalf of themselves or the company they work for will not be evaluated.
- Note which document will be issued in return for the service (invoice/self-employment receipt).
- The validity period of the offers must be until the end of the project period. Offer letters shorter than this specified period will not be evaluated.

How do we evaluate applicants?
- Applicants are evaluated by scoring method based on their ability to fixes the criteria specified in the announcement.
- Experience, references, sample works out of 70 within the scope of technical evaluation; Pricing is scored out of 30 and the candidate's total score out of 100 is reached and a ranking is made among the applicants.
- Our work team requesting the service may request an interview with the first 3 candidates in the ranking.
- All applicants are notified of their evaluation results, along with information on how many applications there are in total and where they rank among the applicants. Only during periods when emergency recruitment is intensified will a call be made to the candidate whose application was approved.
