Project Context: This service procurement will be carried out within the scope of Hayata Destek Association’s CBDRM (Community-Based Disaster Risk Management) project and aims to support local communities in their fight against drought. The target group consists of approximately 20 farmers.

| General Responsibilities: | Train communities on drought-resilient agricultural production practices based on identified needs and promote adoption of climate-adaptive farming techniques. |
| Key Responsibilities |
1. Scope of Consultancy Services
The consultant will provide technical, advisory, and capacity-building support to farmers and local stakeholders, focusing on drought-resilient and regenerative agricultural practices. The scope of services includes, but is not limited to, the following components:
1.1 Community Consultation and Assessment
- Conduct consultations and semi-structured interviews with farmers, community representatives, and relevant local stakeholders
- Assess:

- Soil characteristics
- Local environmental and climatic conditions
- Rainfall patterns and water availability
- Existing agricultural practices and constraints
- Identify risks, needs, and opportunities related to drought-resilient production at community level
1.2 Crop Re-Evaluation and Adaptation
- In collaboration with farmers and key stakeholders:
- Re-evaluate crops that were historically cultivated but later abandoned
- Identify crop varieties resilient to drought and climate variability
- Support small-scale planting trials where feasible
- Develop recommendations on appropriate crop patterns adapted to local climatic conditions
1.3 Planting Time and Season-Shifting Guidance
- Analyse local climate data and rainfall patterns, including micro-regional differences
- Identify appropriate planting windows and potential season shifts
- Provide practical guidance on planting time planning based on these analyses
- Deliver training sessions to farmers on adaptive planting strategies
1.4 Community Training and Capacity Building
- Design and facilitate participatory training sessions covering:

- Drought-resilient and regenerative agricultural practices
- Crop variety selection and rotation
- Soil management and agricultural restoration techniques
- Integration of rainwater harvesting into production planning
- Promote the adoption of climate-adaptive and sustainable farming practices
- Ensure training materials are accessible, locally relevant and practice-oriented
2. Deliverables
The consultant is expected to submit the following deliverables:
- Inception Report outlining methodology, work plan and assessment framework
- Training Materials (presentations, handouts, practical guidance documents)
- Training Report documenting training activities, participation and key outcomes
- Final Technical Report, including:

- Assessment findings
- Recommendations on crop adaptation, planting time and season shifting
- Lessons learned and practical recommendations for future implementation
3. Required Qualifications
- Training and/or certification in relevant fields such as permaculture, regenerative agriculture, agroecology or agricultural restoration
- A minimum of 3 years of proven experience in regenerative and/or drought-resilient agricultural practices
- At least 3 years of experience working directly with communities, preferably in rural or agricultural contexts
- Demonstrated experience in community-based training design and delivery, including facilitation of farmer trainings
- Experience working with civil society organizations and community-led initiatives is considered an asset

- All listed documents must be submitted for the application to be considered.
- Proposals must indicate the SERVICE FEE + VAT and must be stamped and signed.
- The person or company signing the proposal must be authorized to issue an invoice or freelance receipt.
- Proposals lacking an invoice/SMM sample will not be evaluated.
- Proposal validity must cover the full duration of the project; shorter periods will not be accepted.
- Reference letters must be stamped, signed, and contain contact details (email, phone, etc.)
- The total size of all submitted documents must not exceed 15 MB.
Evaluation of Applicants
- Applicants are evaluated based on their ability to meet the criteria listed in this ToR, using a scoring methodology.
- If fewer than three applications are received, the announcement will be extended for one additional week.
- Technical evaluation (experience, references, sample work) is scored out of 70 points.
- Financial evaluation is scored out of 30 points.
- Total score = 100 points, which determines the ranking.
- The requesting project team may interview the top three candidates.
